That's an excellent question, which is probably why it's been asked
many times (including two days ago) and has been answered many times
(including two days ago). The answer is fairly involved, you have to
go to Google, search for something like "activate adp1 without sim
card", and then follow the directions that are found in one of the
many, many search results.
