I tried your program out. It writes Arabic but you did not include an Arabic supporting font
Check this link: http://wm-arabic.cvs.sourceforge.net/viewvc/wm-arabic/ It has an Arabic reshaper that makes you able to view arabic characters connected. It also has a right to left engine but it is for windows mobile platforms.
