If you want the .apk, you should download the SDK and abide to its end-user license, which as far as I know forbids reverse engineering and redistributions of certain proprietary binaries (which the Google Maps application is probably part of). The SDK will allow you to develop applications that use the Google Maps API, some people also use it to run the application on real hardware too.
