I`m also having this problem...

Last week I've installed using the same versions and files (everything
worked out great)... now I'm using a Vista-64... at first i though
that this was the problem... but i don't know... everything is too
weird...

I've also tried to download the ADT 0.8 directly (so i would be able
to add a local site to install the plugin) but it stops in the middle
of the file... and then end up as a corrupted zip file...

I'm starting to think that google is having some problems with its
repositories... and servers...

Just to mention... I also had problems to access the https plugin
server... so i'm trying to use the http plugin server...
