seems you are using the Android SDK version1.1...What version of ADT do you use? It should be 0.8 (eclipse-->help-->SW update-->installed SW list) If you are using the ADT ver.0.9, you need to upgrade to the Android SDK 1.5 for compatibility. I am not a Vista user, but the android.bat exist in the "android-sdk- windows-1.5_r1\tools".
