If you downloaded android-sdk-windows-1.5_r1, why would you set
android-sdk-windows-1.1_r1 in the Eclipse preferences?

In case you missed the memo: if you can *only* use
android-sdk-windows-1.5_r1 with ADT 0.9, not the old sdk-1.1
