I don't know about the 64-bit edition, but I also did have connection problems with Ubuntu 9.04 32-bit (after renaming the rules file) and they got solved by using a different USB port (try one at the back of your pc). However, actually my problem was, that the phone would disconnect very often and I had to kill the adb server all the time. Therefore I'm not sure if using a different port will help, if you're not able to connect at all. Too, I'm not working with the G1 but with the ADP1.
