Make sure you have the Soft Keyboard input method enabled (checked) in the Locale&Text settings. If it's there but the box is not checked, it still won't show up elsewhere.
(I had the same question you did, and when I found this posting it prompted me to go look at Locale&Text settings and discover the checkbox.
