AVD, that functionality was introduced later on.

You should be able to just type "emulator<enter>" and the emulator
will launch the built-in AVD. If you actually want more than one AVD,
you'll need to upgrade your SDK.

Is there a specific reason why you are using an old version of the
SDK? If not, you'll find the on-line documentation is more
comprehensive if you download the latest version:
http://developer.android.com/sdk/1.5_r2/index.html
