I found out what my problem was. It does have to do with the network, but not what I thought. In eclipse I was able to build the avd using the AVD manager. Unfortunately our desktop/my documents is all stored in a server location. So when I run the emulator it looks in the documents and settings folder for .android and the avd. Of course, this is actually created in the network location. So I just copied the avd folder over to documents and settings, and the emulator runs fine.
