I have good news for you: http://developer.android.com/reference/android/content/Intent.html#ACTION_CALL calls a number.
I also have bad news for you. The documentation at that link states, "Note: this Intent cannot be used to call emergency numbers. Applications can dial emergency numbers using ACTION_DIAL, however."
