You need to create an avd image. Please, look at the following page

http://developer.android.com/guide/developing/tools/avd.html

You also can create the avd via Eclipse using the AVD Manager. You can
start the AVD Manager when you select  on the Menu

Run Configurations -> Target Mode Tab -> AVD Manager
