RC3375,

It has to be an Android App. The instructions to install and run it on
a phone are available at
http://developer.android.com/guide/developing/device.html

The documentation for installing the SDK and Eclipse are available at
http://developer.android.com/sdk/1.5_r3/installing.html

As a general rule, developer.android.com should help you  get started.
