My guess would be that this is an optimization in the Browser to reduce resource usage.
That being said, what the browser does is sort of irrelevant here. On cellular networks, you'll almost never be able to have these long-idle TCP sockets. The cellular data network simply tears them down, typically if there's no activity for 30 seconds. So, in practice the limiting factor is the network, not the client.
