I was in the same situation, so I bought a Magic and installed another SPL (bootloader) as well as rooted it. With a stock Magic SPL you are unable to install unsigned Android images, as that's reserved for Google. But if you just want to develop simple Android/Java applications, you do not need this. My Magic came unlocked thankfully, but I reckon if you install a rooted Android image that won't be a problem anymore - but I could be wrong.
