Normally your phone gets the time information from your telephony layer using NITZ. The Ril layer passes the time information up to the higher level.
I am assuming that you cannot change the time settings as a normal user. You might be able to change the time using the date command as root, but then you want to make sure that you block that the ril layer passing up the time information received over the network.
