no quite, remember that the dalvik machine is a "implementation" of JVM
 although not tecnically a standard VM

Yes and no.....

J2ME allow you to go further more if you talk to phone flavors and you can
program very small pieces that run in multiple phone platform as long they
have a KVM nevertheless Android SDK is not the same history you need to have
Dalvik to do that so.... thats quite a disadvantage.....

Also remember that world speaking most phone are not smartphone.
