Intercepting the actions in the mail client apps, no. But you could use SMTP to periodically query a remote mailbox from a service, and trigger an intent from there.
I haven't checked yet, but if it is possible to observe when a particular app/activity starts (in this case the mail client), you could suspend the polling until the mail client app is running, and save battery life.
