Yes, but you better have a reason the USER cares about, not just what you
want.

For example, putting a Notification in the status bar while your media
player is playing, to simplify letting the user turn off the music, is a
good thing.

Putting a Notification in the status bar all the time is not a good thing.
Users will complain and poorly rate your app on the Android Market because
they feel they cannot turn your app off.
