My experience:

1. My first unpacking, I just got a folder: tools and two files: SDK
Readme.txt, SDK Setup.exe
2. I changed another sofeware and unpacked again. there were three
folders.
3. Run SDK Setup.exe
4. I got the error message " Failed to fetch the URL https://............
You might want to force download through HTTP in the settings "
5. so I checked "Force https://.......... sources to be fetched using
http://............";
6. Restart SDK Setup.exe
7. Enjoy it

hope it works for you.
