When I received this error last week:
 - I clicked on the Installed Packages in the left column of the
Android SDK and AVD Manager.
 - My window had the Android SDK Tools, revision 3. I refreshed the
Tools even though I had just downloaded it.
 - Clicked on Available Packages in the left column
 - Clicked the dropdown arrow to the right of the checkbox. It should
display all the APIs and Platform.
 - Select the ones you want to install and click Install Selected.

I remembering see that error when I clicked the arrow next to the ..../
repository.xml line without selecting any platforms below it.

The AVD window will remain empty until you install a platform.
