You have to add the eclipse update site:
http://download.eclipse.org/releases/galileo

In Help -> Install New Software

The default Ubuntu 9.10 eclipse build doesn't have everything the ADK
needs, giving it access to all the eclipse components will let it pull
in all the dependencies.
