That happened to me once on a computer with large fonts and a small resolution. The contents of the Build Target section of the dialog seem to get hidden before even the white space at the bottom when there isn't enough room.
In my case I managed to drag the the dialog downwards by the title bar so that it was partially off screen, then resize it larger and the section reappeared. Just typing in a Min SDK Version number also worked for automatically picking the build target. It's unlikely that your problem is the same, but it still might be worth a quick try at resizing the dialog to check.
