Hi,

Since you have your path configured, have you tried running adb from
within the terminal? Just to verify everything works.

I'd first suggest you try getting your emulator set up through the
command line or by running the 'android' application with no arguments.

I've done some development on Windows7 using Eclipse before and had an
issue with a different plugin where that wouldn't work properly either.

Do you perhaps have access to a machine running an older version of
windows to see if you can reproduce the problem there?  If not, perhaps
it is an issue with eclipse or adb on Windows 7?
