Looks like it is platform specific. Here's a find from my SDK
directory showing locations:

$ find -name aapt
./platforms/android-1.1/tools/aapt
./platforms/android-2.1/tools/aapt
./platforms/android-2.0/tools/aapt
./platforms/android-1.6/tools/aapt
./platforms/android-2.0.1/tools/aapt
./platforms/android-1.5/tools/aapt
