But keep in mind that Android comes in different versions, and some phones are only on version 1.5 (like the HTC Eris) while other phones are using a much newer version (like the Motorola Droid which is on 2.0.1). The Android Virtual Device (AVD) emulator that comes with the development environment actually does a pretty good job of emulating all of the different versions of Android. However there are some things that are just so much easier to test/debug on a real phone, such as the camera, sensors and touch (especially multi-touch!). But Danny is definitely correct. You do not need the ADP from Google for developing apps. The ADP is more for developers who want to make alternate versions of the Android platform.
