There is definitely a way to activate it in 2.x without calling the
"Do you want to activate Bluetooth" dialog. The method to toggle
Bluetooth is below (Note: this should only be used if your application
either notifies the user that Bluetooth is being enabled, or if they
select to enable Bluetooth):

BluetoothAdapter mBluetoothAdapter =
BluetoothAdapter.getDefaultAdapter();
if (mBluetoothAdapter == null) {
// Device does not support Bluetooth
}
else {
if (mBluetoothAdapter.isEnabled()){
mBluetoothAdapter.disable;
}

mBluetoothAdapter.enable;
}
}
