Not sure if this helps b'cause I am a beginner but I would say from my past experience formulate a basic look and feel for your website , maybe just the main page frame and a few Navigate tags and see how it looks on a DroidTablet.
Try PHP, Ruby or anything else that will get you the results you are looking for graphically , The fact that its a DroidTablet should be the least of your worries at least for look and feel.
