Is this a shared library (*.so installed)? The NOTICE file is the one that matters here, it needs to be in the same directory as the Android.mk or Android.bp defining the library. You can also specify one explicitly using `notice: "filename",` or `LOCAL_NOTICE_FILE := filename`.
