I'd suggest combining the two:
java_import {
name: "myPrebuiltJar-prebuilt",
jars: ["myPrebuiltJar.jar"],
}
java_library {
name: "myPrebuiltJar",
static_libs: ["myPrebuiltJar-prebuilt"],
installable: true,
}
