There are updates to qcacld listed in https://source.android.com/security/bulletin/pixel/2019-11-01#qualcomm-components
and https://source.android.com/security/bulletin/2019-11-01#05-qualcomm-components so it seems like that's is an oversight. I think there are supposed to be tags matching the kernel tags every week for the kernel module repositories, otherwise it won't sync properly.
