There are updates to qcacld listed in 

https://source.android.com/security/bulletin/pixel/2019-11-01#qualcomm-components

 and 

https://source.android.com/security/bulletin/2019-11-01#05-qualcomm-components

 so it seems like that's is an oversight. I think there are supposed to be 
tags matching the kernel tags every week for the kernel module 
repositories, otherwise it won't sync properly. Even if there are no 
updates, there should be tags, but I do think there are updates to the 
qcacld kernel module this month per the security bulletins.

These patches don't all apply cleanly from the Qualcomm repository either. 
I hope someone can look into it, because there should definitely be new 
kernel module tags and these qcacld-3.0 patches should be part of it, among 
other things that might have been changed for November.
