What's the difference between *android10-mainline-release* and 
*android10-release* branches?

For example I see there is:
refs/tags/android-10.0.0_r46
refs/tags/android-mainline-10.0.0_r11

As an example of a difference I see, I noticed that 
packages/apps/SettingsIntelligence contains an important fix for null 
breadcrumbs is only in the most recent mainline branch and not present in 
any of the non-mainline branches. I don't see any mention of this new 
branching system here:
