Because currently Android does not have API for applications to send emails,
MAY we attach open-source email code (eg.
http://davanum.wordpress.com/2007/12/22/android-send-email-via-gmail-actually-via-smtp/),
or just leave it as a stub function and wait for google's own builtin
implementation?

Yes your application will be tested on the emulator.
2. Is application submission in the first round, it mean phototype and
some programming (not complete)?
You should try to complete your application, judges will run your application
and see how it works.
If you cannot complete your application however you should submit it anyway.
