They have had an email confirmation for awhile now. I submitted my first app on march 20 and got one email for it. The system had only been sending one email out. Now it apparently sends out an email for every submission (or re-submission) you do. I would think you could submit again as a re-submission or maybe one of the Google guys will offer to look in the system for your submission.
