Hello! The email address needs to be the same for resubmissions, but minor changes to the rest of the information is fine.
This is apparently due to load somewhere, but we are having trouble replicating it. We don't see signs of excessive load on our servers, so we're trying to figure out if there's some kind of network problem somewhere. We're looking into it, though.
