That's not what it means. Challenge I has two phases. Phase 1 is in progress now, and will pick 50 semi-finalists for phase 2. Challenge I Phase 2 will narrow those 50 down to 20 winners. There are $5 million in prizes for Challenge I.
Challenge II is completely separate, and has its own $5 million in prizes. It hasn't started yet. Anyone will be able to enter. I blogged about this at http://blogs.zdnet.com/Burnette/?p=568 .
