Every couple of days there are new apps posted in this forum by people that never posted in the challengemeter. Also, several people developed more than one app. Dan. U. Developed 5 apps. I developed 3 apps. Some people are really too busy to be checking the forum everyday, believe it or not. They have work, family, and any remaining time they used it to develope their apps. They did not keep checking the forum every 10 minutes or everyday. Others simply could care less. Given that this is a world wide challenge, a potential of 6.65 billion developers, and that Google is a hugely popular company I think this is a believable number. Most of the entries are most likely from people that probably spent less than 100 hours on their entries. The hard core developers, those of us that spent hundreds of hours, are the people most likely to have checked this forum everyday and the ones interested enough to post to the challengemeter.
