You could have followed a numbering plan used in this notation: + (country code 1-3 digits) (area code 1-3 digits) (zone code 3 digits) (station cell number 4 digits). Works without a hiccup and would accomodate any country. It was quite incorrect to assume Android is a US technology only - over 2/3 of Android community is non-US.
