I see two possibilities of the current state of the contest:

a) Judges were instructed to use the READ ME files to get the idea of
the app if possible. If they know enough, they don't even open the
application and give the score right on the info they receive. A very
detailed README + plus a good idea might lure more judges to actually
test the app to give a higher score.
In my case I have a fairly detailed readme/documentation (16 pages
with screenshots and everything) and I received >4 hits.

b) The second possibility is that judging is really behind schedule
and they are still in the first batch of judging.

However, I believe, the number 1788 contains also resubmits (?) and
google is a very focused company. So I think (hope) that they are
actually on schedure and are already in the second round of
judging. :)
