No, you submit your application to them, or more specificially, their partners, to sell your application in a service or portal called "beyond media mall". Not great but is better than nothing. I have no idea how well they will sell (I'm pretty sure I will sell some) but given that there are more than 60 million customers in AT&T network there is the potential of making a lot of money. We'll see.
