I've updated

   http://code.google.com/p/android/issues/detail?id=8407

with everything I know about the issue including test case and
wpa_supplicant binary that resolved the issue for me, and I will make
HTC aware of this. I think the more people that report this directly
to HTC, the better the chance of them increasing the priority of
performing their own evaluation of the problem and releasing a fix, so
I would encourage everyone who wants to see this fixed to contact HTC
directly too.
