Welcome aboard. To answer your question: effectively - no. You will need to balance your 325 characters carefully between your app blurb and informing your users of changes. Some developers use the Versionname (which has an additional 250 character limit) as a changelog.
For myself, I just include a changelog in the app (accessible from the title view) and include a one or two line summary in the description. I also have an on-line F.A.Q. which - if the user enters it - will check the app version against the version registered on my site (simple PHP). Apart from that, I count on the Android market's own notification system to keep the users informed. Regards, Michael A.
