It is definitely not going up for the current class of hardware, which is already under pretty significant memory pressure. It will definitely go up on certain kinds of higher-end hardware -- for example, if one were to imagine a device with a higher-density/resolution screen, this would require larger graphics, so you'd want more overall RAM and a higher limit per app to account for the extra space requirements.
