Are you referring to the ADB drivers? PDANet uses ADB to provide tethering. Installing PDANet will also correctly install the ADB drivers, even on Windows7. (from a tip on xda-developers)
Download PDANet from http://www.junefabrics.com/android/index.php You can uninstall PDANet if you want afterwards, the drivers will remain.
