The device you're running on must have the Google API things installed, make sure the AVD description says something about Google.
AVD setup is described here: http://developer.android.com/guide/developing/tools/avd.html Try reading the blue box at the top of http://developer.android.com/guide/tutorials/views/hello-mapview.html carefully and following its instructions to the letter.
