Hi manohar,
I also come across this issues recently. Its this problem with
your IP and port.
1. Your PC IP should enable for all ports.
2. Dont use "https" try with following URLs
"http://dl-ssl.google.com/android/repository/
repository.xml"
"http://dl-ssl.google.com/android/eclipse/"
"http://dl-ssl.google.com/android/eclipse/site.xml"
3. Take eclipse update before you try to install AVD.
