You can't extend webkit or the default browser on existing Android devices, but you can create your own Android distribution and alter webkit however you please, then install this new firmware on your own devices or make it available for rooted phones.
You can also ship your own application that features a browser window, and then track users that way, and in your own application you can do what what you want with your own cache.
