I don't believe the dev phones have root either, only the ability to flash a new image onto the phone, but like smith said its relatively straight forward to root your g1 and give it the ability to flash your custom roms. do a google search for XDA g1 root for instructions, also XDA is a great place for you to hang out if you are wanting to build your own android roms.
