It is available on the Moto Droid/Milestone. It is only the Nexus Ones
kind of Android that ignores the settings set by 3rd party apps.

This is true. But why does the hardware do correct approximation for
internal apps and drops out a plain white LED for all 3rd party
applications? This just makes no sense at all. This crippeled
behaviour started with the Sense devices from HTC and Google (I don't
know why) copied this behaviour.

To sum this up:
The hardware is capable of doing multicolor LED/trackball, the SDK is
capable of doing it, just the NexusOnes rom (Nexus One the flagship
device...) ignores these settings for 3rd party apps.
