So it sounds like what we need is more accountability on the part of
handset makers and carriers to provide reliable customizations and
drivers and to regularly update their devices.

My thought is to provide better information which should enable
transparency and accountability.  In addition to the market
improvements already suggested, provide the data to enable data mining
on the market stats.  So you could answer questions like do samsung
devices get lower ratings than the general population, among apps that
require GPS access.  That data point would enable a line of scrutiny
about the quality of the manufacturers implementation.  That
information could then be available to publications that review new
devices.  This helps to set up better incentives and a feedback loop.

I have no idea if this data is already available.  For instance, some
of it is already on androidstats.com.  Let me know if it is already
out there, I did not really search for it.
